On the 8th January a telegram in codo, between the Kinic- try of Foreign Affairs in Peking and the Chinese Consul at Soerabaya Java, was stopped. We reported the fact to the Chief Censor in London, who replied "hold, but inform sender that Consuls may not communicate in code".
On the 11th January a cipher telegram from the Portuguese Consul at Shanghai to the Foreign Office at Lisbon was allowed to pass as we were doubtful whether Portugal could still be regarded as a neutral. The point was, however, referred to the Chief Censor in London who has replied to the effect that Portugal is to be consider- ed as a neutral and that in future we are to hold up such telegrams and report to him in the ordinary way.
